Strengthening National Semiconductor Innovation Pipeline

BERKELEY, CA — The Technology Competitiveness and Industrial Policy (TCIP) Center at UC Berkeley hosted a high-level roundtable bringing together semiconductor industry leaders, academic experts, and policymakers to address critical workforce development challenges facing the U.S. semiconductor industry.
The day-long summit, held at UC Berkeley's campus, convened over 50 leaders from premier institutions and companies including Intel, TSMC, Stanford University, and MIT, focusing on developing concrete solutions for talent cultivation in advanced semiconductor manufacturing.

"With the CHIPS Act investments creating over 40,000 new semiconductor manufacturing jobs, developing a skilled workforce has become more critical than ever," said S. Shankar Sastry, Faculty Director of TCIP. "This summit represents a crucial step in aligning education and training programs with industry needs."

"The semiconductor industry is at an inflection point," noted Mark Liu, Former Executive Chairman of TSMC and TCIP Steering Committee member. "Our ability to translate CHIPS Act investments into technological leadership depends heavily on developing the right talent pipeline."

The TCIP Center will release a comprehensive report summarizing the summit's findings and recommendations in March 2024, providing a roadmap for strengthening the semiconductor workforce development ecosystem.

The Technology Competitiveness and Industrial Policy Center (TCIP), founded in February 2025 at the University of California, Berkeley by industry leader and former TSMC Executive Chairman Mark Liu, aims to develop a new vision for advanced technology development and production in the U.S. through academic research, industrial capabilities, and regulatory policy study and recommendations.
