TCIP Center Founder Honored with SIA Noyce Award

Dr. Mark Liu, Berkeley alumnus (M.S.’80, Ph.D. ‘83) and founder of the Technology Competitiveness and Industrial Policy Center (TCIP.org) launched this spring at UC Berkeley, has been recognized with the 2025 Noyce Award, the highest recognition from the Washington, D.C.-based Semiconductor Industry Association (SIA). The award is given to leaders who have made “outstanding contributions to the semiconductor industry in technology and/or public policy.”
Dr. Liu, former chairman and former president and co-CEO of Taiwan Semiconductor Manufacturing Co. (TSMC), the world’s largest semiconductor manufacturer, shares the award with Dr. C.C. Wei, TSMC’s current chairman and CEO.
“Dr. C.C. Wei and Dr. Mark Liu are titans in our industry, having reshaped the modern semiconductor ecosystem — both in the U.S. and abroad — and revolutionized chip manufacturing technology,” said John Neuffer, SIA president and CEO. “Combined, these visionary leaders have brought more than 80 years of industry experience and expertise to bear while leading pioneering work to advance semiconductor innovation.”
The SIA credits the efforts of Dr. Wei and Dr. Liu for TSMC’s critical role in the global semiconductor supply chain and “developing groundbreaking technology advancements that have led to the rise of personal computing, smartphones, artificial intelligence, and more.” The SIA announcement went on to state, “Under their leadership, TSMC significantly expanded its global footprint, putting down major manufacturing facilities in the United States and other countries.”
In response, Dr. Liu said, “To receive the Noyce Award is both a profound honor and a great responsibility, as it inspires us to encourage future generations of industry leaders. I am thankful to SIA for recognizing both C.C. and me, and to the many mentors, including Dr. Morris Chang, colleagues, and partners who have supported me in contributing to the remarkable innovation and growth of the semiconductor field.”
The Noyce Award, bestowed since its launch in 1990 on such industry luminaries as Gordon Moore and Irwin Jacobs, honors semiconductor industry pioneer Robert N. Noyce, co-founder of Fairchild Semiconductor and Intel Corporation.
TCIP Faculty Director and Thomas M. Siebel Professor in Computer Science at UC Berkeley S. Shankar Sastry praised the news, saying, “We are thrilled to hear our TCIP founder has been so recognized. We anticipate that his work with the Center will continue to catapult Dr. Liu’s contributions to global leadership in technology competitiveness and industrial policy.”
Dr. Liu and Dr. Wei will accept the award at the SIA Awards Dinner on November 20, 2025, in San Jose, Calif.
