TCIP Center Leaders Elected to National Academy of Engineering

BERKELEY, CA – The National Academy of Engineering (NAE) announced the election of TCIP Center founder Dr. Mark Liu and Executive Committee and Board member Professor H.-S. Philip Wong to its Class of 2026.
Membership in the NAE is widely regarded as one of the highest professional distinctions in the field, reserved for those who have made demonstrable contributions to engineering research, practice, and education. Members are also recognized for pioneering new and developing fields of technology, making major advancements in traditional fields of engineering, or developing and implementing innovative approaches to engineering education.
Dr. Mark Liu, the former chairman and president and co-CEO of Taiwan Semiconductor Manufacturing Co. (TSMC), was cited for his leadership in enabling advanced semiconductor mass production—innovations that have effectively scaled the global digital economy. This recognition follows a pivotal year for Dr. Liu, who established the TCIP Center at UC Berkeley in 2025 and was honored with the Semiconductor Industry Association’s 2025 Robert N. Noyce Award.
Joining him is Stanford University Professor H.-S. Philip Wong, a distinguished colleague and Chief Scientist at TSMC. Professor Wong is the Willard R. and Inez Kerr Bell professor in the School of Engineering at Stanford University. He was elected for his pioneering work in nanoscale semiconductor device technology. He continues to drive industry innovation as Principal Investigator for the California-Pacific-Northwest AI Hardware Hub, one of the eight Microelectronics Commons Hubs funded by the CHIPS and Science Act.
For the TCIP community, seeing both Dr. Liu and Professor Wong recognized on this national stage is a significant moment. Their election underscores the depth of expertise guiding the center’s work in technology competitiveness and industrial policy as they continue to shape the future of the competitive technologies landscape.
