The TCIP Center is excited to announce its second call for proposals for policy studies beginning September 1, 2026. We seek independent, scholarly research proposals on the following policy topics as they pertain to technology areas including but not limited to robotics, energy infrastructures, biomanufacturing, artificial intelligence, and workforce development:

  • Collaborative R&D Ecosystems
  • Moving from R&D to Advanced Production
  • Cultivating Talent to Meet Long Term National Goals
  • Cost Drivers and Competitiveness
  • Government Signaling to Industry

For a detailed list of proposal requirements, see the Call for Policy Study Proposals on our website.

We are especially interested in proposals that take an ecosystem-building approach to technology competitiveness and leadership. This research will inform policymakers, industry leaders, and academic institutions. The anticipated funding per study is $150,000 to $200,000. Proposals should be submitted via e-mail to info@tcip.org no later than Monday, June 1, 2026 by midnight PDT.

The Technology Competitiveness and Industrial Policy Center (TCIP), founded in February 2025 at the University of California, Berkeley by industry leader and former TSMC Executive Chairman Mark Liu, aims to develop a new vision for advanced technology development and production in the U.S. through academic research, industrial capabilities, and regulatory policy study and recommendations.
