The Case for S&T Parks in the U.S.

WASHINGTON D.C.— TCIP convened experts from academia, industry, and government at the National Academy of Sciences to discuss the case for Science & Technology Parks in the U.S. TCIP policy study lead, Dr. H.-S. Philip Wong, presented a preview of his forthcoming study report on semiconductor ecosystems which will detail how building around existing science and technology parks and continuing to bring suppliers, infrastructure, permitting support, and workers together will help fabs operate at scale. Other panelists discussed the advantages of clustering semiconductor and quantum operations, the need to future-proof fabs with reliable water and power, the importance of building a skilled workforce outside major cities, and how measurement science helps new technologies scale.
The Technology Competitiveness and Industrial Policy Center (TCIP), founded in February 2025 at the University of California, Berkeley by industry leader and former TSMC Executive Chairman Mark Liu, aims to develop a new vision for advanced technology development and production in the U.S. through academic research, industrial capabilities, and regulatory policy study and recommendations.
