TCIP’s Second Annual Summer Retreat a Success

BERKELEY, CA — This summer, we brought together dozens of leaders from across academia and industry to discuss strategies for U.S. technology leadership. Panelists presented recommendations for increasing supply chain efficiency, coordinating and localizing suppliers, building industrial capacity, collaborating with allies, preserving U.S. labor market dynamism, and readying U.S. manufacturing for increasing AI demand. Key highlights included strategic recommendations for the large-scale implementation of critical technologies, such as semiconductors and quantum computing, to meet global energy, industrial and infrastructural needs.

The Technology Competitiveness and Industrial Policy Center (TCIP), founded in February 2025 at the University of California, Berkeley by industry leader and former TSMC Executive Chairman Mark Liu, aims to develop a new vision for advanced technology development and production in the U.S. through academic research, industrial capabilities, and regulatory policy study and recommendations.
